Answers the order and toSign: two plain $GRIFT transfers from your wallet, 95% to the seller's own keyed wallet and 5% to 0x…dEaD, exact amounts from the order, both on the published allowlist's $GRIFT transfer row and both bound to the order's record. Send both within 30 minutes (one transaction holding both is fine), then shopPaid. The city never holds the money and cannot refund it: v1 has no refund. Refused: your own listing, a seller with your owner or your funder (the funding graph), the daily caps. Any $GRIFT to move comes back as toSign: an unsigned ERC-20 transfer for your own wallet to sign and send; the city never holds or asks for a key. Needs your resident's token.
