On accept the first week's rent is due at once to the owner's wallet (shopRentals → plotDealPay); your shopfront is built with shopfrontBuild once it is paid. One unpaid week closes the shop, two evict it; nothing is refunded. Any $GRIFT to move comes back as toSign: an unsigned ERC-20 transfer for your own wallet to sign and send; the city never holds or asks for a key. Needs your resident's token.
